Flood training and education

In this package the activities concentrate on providing training courses and outcomes for the production of suitable alarm plans and for experimentation with the final training scenarios for the dam control.

During the last project phase training and introduction in the used (partly new) software for spatial variable precipitation determination, the assigned drainage models and their operational environment takes place for the responsible persons authorities . At the end of the project the developed operational prediction tools are implemented at the flood prediction centers and the DWD in close co-operation with institutions involved. In the collaboration with the project "Weißeritz-Regio" (IOER Dresden) the development of the environmental information system for the support of flood management decision- making processes (elaboration of alarm plans) for the catchment of Weißeritz is accompanied from hydrological aspect. Besides a demonstration of the possibilities of the developed procedures is intended with the competent authorities of the city Tübingen (endangers by floods of the Goldersbach). From these demonstrations possibilities for the further use and further spread of the procedures can be derived.

The experimentation with the final training scenarios proceeds on the results of package 4 and helps to convert these into the practice. The precipitation discharge and scenarios provided in theme 4 are used as training units for the dam operator and the institutions involved in the case of flood. The training tools existing in the responsible persons authorities are continued to extend, to represent all steps of flood prediction - beginning with the early warning of flood releasing weather conditions and catchment conditions, going to the actual precipitation prediction and early flood prediction, adapted dam control, delineation of flooded areas up to possible measures for risk minimization - for different (historical and/or fictitious) extreme flood events. The dam control measures are selectable by the user.
